江戸でなんでも屋の“万事屋”を営む坂田銀時は、スリで生活を維持している孤児の晴太と出会う。晴太は生き別れの母を探しており、その母親は、法の力が及ばない巨大な地下遊郭都市“吉原桃源郷”トップの花魁、日輪かもしれないと言う。しかし、吉原の花魁たちは戦闘民族、夜兎族のなかでも圧倒的な強さを誇る鳳仙の支配下にあった。鳳仙は吉原の利権を握り、巨額の金と権力を我が物にしている。「一目でいいから母ちゃんに会いたい」という晴太の小さな願いを叶えようと、銀時と仲間たちが動きだす。
